About the Project

Project “Smart Concepts in Local and Regional Development Management”

The main activity of the project is processes, systems and policies. The main activity will be implemented over 24 months.
It consists of 3 sub-activities:

  1. Monitoring of the activities of the local government of the city of Trenčín will consist of an analysis of the objectives of public policies, the content of implemented public policies and an analysis of the contents of regulatory frameworks.
  2. The evaluation and analysis will consist of an evaluation of the activities of the city of Trenčín, an analysis of the impacts of the city’s activities, an assessment of the impacts of the application of regulatory frameworks (positive/negative impact, level of impact), an assessment of the degree of fulfillment of public policy objectives and the scope of public policies (adequacy).
  3. The proposed solution will consist of a draft Concept for integrating smart elements within the framework of optimizing public policies with the aim of improving the quality and increasing the availability of public services to citizens.

The main activity is focused on optimizing public administration processes through the implementation of smart concepts in local and regional development management for the creation of better public policies in all areas of urban development of the territorial self-government of the city of Trenčín through monitoring and analysis of public policies, assessing their impacts and proposing solutions for their optimization with the aim of improving the quality and availability of public services. The implementation of the main activity has been extended and officially approved for the end date of 30.11.2021.

FOCUS AREAS
Experts from 10 areas will participate in the implementation of the project, who will present the project to representatives of public administration, local government, organizations within the founding scope of the project partner City of Trenčín, non-governmental organizations and the general public in the form of training courses, conferences, information seminars, discussion clubs or lectures, spreading awareness and developing cooperation in the field of smart city and smart region. OUTPUTS

  • Strengthening the institutional capacity of (f)ITcubator n.o., building mutual relationships and partnerships with experts, NGOs, public administration and local government,
  • creating a multi-sector partnership,
  • increasing civic awareness and participation,
  • active involvement of local governments, public administration, NGOs, citizens and other entities, who will be introduced to smart policy and the possibilities of the most suitable solutions with the application of innovations in a suitable form.

From the perspective of the quality of public policy in smart areas, we will improve the process of creating and implementing public policy, processes and systems of local government, while non-governmental organizations and citizens will have the opportunity to participate in their preparation and experts in the introduction of innovative elements, measures and recommendations into their application. We assume that local government will operate more effectively, optimally, more motivating, friendlier and more transparently towards its users in the field of smart consultancy. In the area of ​​Smart city and Smart region as an integrating concept of local and regional development within the framework of processing regional development documents in accordance with the Act on Regional Development Support, the Urban Development Concept of MVDaV and the Act on Support of NRO. Smart city and Smart region as concepts integrating technological, institutional, social, behavioral and environmental innovations. Driving forces of city and regional development, the role of the public sector and especially local governments in the preparation and implementation of smart development strategies. Territorial partnerships and public-private partnerships, public participation as starting points for the creation and implementation of smart strategies. In the Smart area, innovative city and regional management as a key phenomenon for the effectiveness of smart solutions, smart development strategies as tools for managing the functioning and development of the city and region, smart approaches to decision-making and public participation in it. Smart economy as its contribution to the economy of the city and region and the role of public administration and self-government in its development, smart interventions of public administration into the self-regulatory mechanisms of the local and regional market and the labor market. Smart health and social services for healthy and cohesive communities of cities and regions. In Smart energy and smart buildings as key areas of technological innovation for increasing the quality and efficiency of the functioning of the city and region. In the area of ​​Smart public infrastructure and transport of the city and region as areas of innovative interventions of the public sector using smart solutions, further Smart solutions in the area of ​​population supply, waste management and environmental infrastructure as part of smart development concepts and an integral part of streamlining the functioning of the city and region. Smart education and training, building human capacities for the implementation of smart development strategies and especially for the smart economy, availability and use of data for smart decision-making and management of the city and region and their development with the accelerating role of ICT in the implementation of smart solutions. The last area of ​​​​solutions of the experts of the Slovak Smart City Cluster project partner as an expert guarantor is the area of ​​​​Smart concepts of financing the implementation of development strategies, innovative financing tools, smart investment platforms, multi-source financing, private sector participation.

Final Conference
“Smart Concepts in Local and Regional Development Management”

The project team, together with experts and project partners, conveyed information and proposed solutions in all cross-cutting areas of smart to the general public through a 3-hour online meeting on the scheduled date.
The experts presented their proposals as a guide to making public administration more efficient in all areas of their operations, as proposed in the published methodological material. The city of Trenčín will use it in the future when introducing procedures to simplify the performance of public administration in its city.

The final conference for the project is planned for November 24, 2021, starting at 10:00 a.m. due to the unfavorable situation with covid-19 in the online space.

We are continuing to finalize solution proposals.

The experts have completed the phase of assessing the impact of the information obtained, and are currently completing the phase of preparing solutions for optimizing the development of services to the public and citizens of the city. By finalizing the solution proposals and organizing them into a unified concept, the project will be completed and the individual smart solution proposals will be presented at the final conference of the project.

In the last quarter of 2020, the experts focused on completing the second phase of the project “Assessment and Analysis”, the relevant information of which was also provided by the workshops and meetings held in Trenčín. Further communication between the project participants took place in accordance with the measures within the framework of the Covid 19 pandemic. The creation and implementation of project activities did not stop, however, online communication, telephone and email communications had to be a sufficient mechanism for creating proposals. Proposals for solutions from the creation of expert teams are being prepared at the turn of 2020 – 2021. In the third phase of the project, the completion of proposals for solutions of the joint document for the city of Trenčín is being prepared. The third phase of the project implementation was marked by problems with the smooth implementation of the project due to the complex pandemic situation, due to compliance with anti-pandemic measures in connection with the COVID 19 pandemic. For the above reasons, the project activities were temporarily suspended. For the successful implementation of the project, the implementation of activities has been postponed to the completion date of November 30, 2021.

Implemented activities

On July 21, 2020, experts in the areas of “Availability and use of data for smart decision-making and management” and “Smart energy and smart buildings” completed a series of planned workshops as part of the implementation of project activities to achieve the set project goals.

On July 8-9, 2020, planned workshops on other areas of solutions defined in the project’s objectives and activities took place. Meetings for the areas of “Smart Economy”, “Smart City and Smart Region”, “Smart Education and Training”, “Smart Innovative Administration”, “Smart Financing Concepts” brought valuable information from the city’s professional community to the project implementation within the discussion, which the experts will accept as solutions for the city of Trenčín in the design part.

From 24. 6. – 21. 7. 2020, workshops of 10 expert working groups were held at the project implementation site in Trenčín. The aim of the workshops was to inform the professional public about the current status of activities by experts. By exchanging information between invited experts from the city of Trenčín, representatives of the local government and public administration, the professional public, and representatives of professional groups, the creators of the Smart Concept of the City of Trenčín obtained the necessary information for coordination for the preparation of solution proposals in the third phase of the project – Solution Proposal. The workshops were also open to the general public.

On June 25, 2020, a workshop “Smart Health and Social Services” was held in Trenčín under the leadership of project experts. The result of the meeting was the acquisition of relevant information from representatives of the social department of the Ministry of Health, Social Services of the City of Trenčín, and the Department of Health and Social Services of the Trenčín Self-Governing Region. The experts presented specific innovative possibilities in this area as part of the creation of project concepts. They coordinated them with the needs and expectations of experts implementing services of this type. They accepted the invitation and representatives of the Trenčín city management also participated in the workshop.

The result of the meeting was the acquisition of relevant information from the professional community of the city of Trenčín in the field of spatial planning, traffic situation, needs for smart tools for planning, coordination of current facts and intentions in the creation of concepts within the project. The invitation was accepted and the workshop was also attended by the representative of the city of Trenčín, Deputy Mayor Patrik Žák.

The implementation and activities of the project of the non-profit organization (f)ITcubator with partners the city of Trenčín and the Slovak Smart City Cluster entitled Smart concepts in the management of local and regional development did not stop even during the measures introduced to stop the spread of the COVID-19 infection. The project experts continued from the first phase of the Monitoring project to the second evaluation phase. In limited conditions, mutual communication was carried out through online communication, thanks to the establishment of a team communication channel. Regular online meetings once a calendar week enabled full-fledged coordination and implementation of activities. After the restrictions were lifted, it was possible to define the timetable for the planned workshops of 10 expert groups in the areas of project implementation.

On October 15, 2019, a meeting of project experts took place as part of the implementation of the project of the non-profit organization (f)ITcubators, partners of the city of Trenčín and the Slovak SMart City Cluster, entitled Smart Concepts in the Management of Local and Regional Development in Trenčín.

The meeting was opened by the project manager Danka Jenčová, who welcomed the experts and other members of the project activities. She informed about the fulfillment of the project objectives in the 1st phase of implementation “Project Monitoring” within the main activity Processes, Systems and Policies. The project experts shared information about individual activities in the implementation of the first phase and exchanged the possibilities and experiences that they had acquired and processed so far from available sources. Problems with obtaining information were also solved and also recommended contacts and methods of obtaining and processing data from the territory of the city of Trenčín and its surroundings. Financial manager Denisa Kolpaková informed the project participants about the ongoing financial implementation of the project, presented the implementation plan in terms of financing in the near future.

Manažér pre kontrolu a dohľad Igor Wzoš spoločne s expertom Vladom Ondrejičkom predstavili Metodiku „Smart koncepty v manažmente miestneho a regionálneho rozvoja“, ktorá vytvára rámec pre prácu expertného tímu s dôrazom na 3 hlavné aktivity: Monitoring, hodnotenie a návrh riešení. Metodika definuje kľúčové kroky a procesy, logické väzby, vhodné nástroje a očakávané výstupy vrátane indikátorov, ktoré cielia najmä na monitoring aktivít územnej samosprávy, vrátane analýz cieľov verejných politík, obsahu realizovaných verejných politík a analýz obsahov regulačných rámcov.Hodnotenie aktivít územnej samosprávy vrátane analýz dopadov aktivít, hodnotenie dopadov aplikácie regulačných rámcov (pozitívny/negatívny dopad, miera dopadu), hodnotenia miery napĺňania cieľov verejných politík a rozsahu verejných politík (primeranosť) s uplatnením princípov udržateľného smart rozvoja.

The discussion was devoted to the methods and recommendations for fulfilling the common framework by individual expert groups. Common steps and processes, common tools for indicating in terms of logical links to the city of Trenčín will ensure the implementation of the next phase of the project, which will fulfill the project activities within the specified time horizon. The experts communicated the form of cooperation between the individual expert groups for the successful implementation of the next phase of the project for the creation and architecture of the Smart City Trenčín model.

Inaugural conference “Smart concepts in local and regional development management”

In Trenčín on the 19th. 06. 2019 held the 1st Inaugural Conference of the project “Smart Concepts in Local and Regional Development Management”.

Experts participating in project activities, representatives of individual departments of the Trenčín Municipal Office, and interested members of the public met in the meeting room of the city office. The conference was opened and the City of Trenčín was represented by Deputy Mayor Patrik Žák.

The main program of the conference was the presentation of the tasks of the working teams in the framework of monitoring, evaluation and proposal of solutions in the defined 10 areas of local and regional development management. The leaders and members of the expert teams provided detailed information on the ongoing and planned activities and planned project outputs. The Manager for Control and Supervision Igor Wzoš, together with the experts and specialists of the city of Trenčín, communicated the methodology for creation in terms of project activities.
Project manager Dana Jenčová informed about the current progress of the project activities.

After the lunch break, the participants continued their discussion regarding forms of cooperation between expert groups. Forms of participation of experts from the city of Trenčín and forms of communication and cooperation between stakeholders (experts from the Ministry of Internal Affairs) were agreed upon.

In conclusion, the participants agreed on the essential need for participation in the administration of public affairs in areas where smart solutions need to be applied to ensure basic and added value for citizens.
The implementation of this joint project, which is supported by the European Social Fund from the OP Effective Public Administration, Priority Axis 1: Strengthened institutional capacities and effective public administration, will also contribute to building and strengthening institutional capacities for citizen participation in the implementation of more effective public policy, especially in the area of ​​innovative and “smart” solutions in the city of Trenčín and the adjacent region.

The city of Trenčín is an official partner of (f)ITcubator

In March of this year, the city of Trenčín became an official partner of the project of the non-profit organization (f)ITcubator called Smart Concepts in Local and Regional Development Management.

The project was launched on April 30, 2019 in the premises of the City Hall building in Trenčín with an introductory meeting of all project experts and representatives of partners – the city of Trenčín and the Slovak Smart City Cluster. The project will involve 21 experts from the smart city field, who will actively meet with representatives of the city of Trenčín and the general public in 10 areas such as smart economy, smart energy and smart buildings, smart education and training, smart financing concepts, in order to increase their awareness and participation in the management of public affairs in areas where smart solutions need to be applied.

The meeting was opened by the Deputy Mayor of Trenčín, Patrik Žák, who expressed support for the project and promised the active participation of the city of Trenčín, the organizations established by it and their employees, in achieving the set project goals. The process information necessary for the fulfillment of the project goals was provided by the project manager Danka Jenčová, and Igor Wzoš spoke on behalf of the partner Slovak Smart City Cluster as an expert guarantor.

Partnerships

(f)ITcubator n. o. cooperates within the project with two partners. Activities are focused on the city of Trenčín and its surroundings, The city of Trenčín accepted an informal partnership on the project by signing a memorandum of cooperation and declaring mutual cooperation. The professional guarantee for the project was declared by the Slovak Smart City Cluster Association of Legal Entities by signing a memorandum of cooperation.
